Hard rubber as described. Keep in mind that it's slightly smaller and probably won't fit tires larger than 27 or 28 inches. Great for my wife's car and our RV, but looks a little intimidating compared to a Jeep even with stock 29.5" tires. If you need larger pads (e.g. for pickup trucks, SUVs, large vans, etc.) don't get them, but they're fine for most cars. One disappointment is the lack of handles or linkage. I made my own using a heavy gauge rope and some large washers and they work great.
