Pads "cold blooded " - hold up poorly in cold weather - will not be bought again

these Z36- Rubbers are VERY "cold-blooded". The first stops require a lot more pedal power and feel soft. Once the pads are warmed up, the hits are firm and responsive to the pedal. After a few kilometers the surfaces cooled down and the first stop was soft again. Since I drive in mixed mode on a daily basis, most of the time I'm never sure how the brakes will behave at one stop or another. The brakes have been completely redesigned, with Powerstop rotors, PS calipers and those Z36 pads. The rotors were degreased and cleaned. The entire system was fully flushed with new Type 4 fluid and the valve bled followed by PS pad braking. I've ridden 600 miles on pads and pumped the power back up—still shaky when it's cold. I've been in the brake business for 45 years and licensed by Calif Brake Tech - the problems are not due to an installation error. When I step on the brakes, I don't want to think, 'Are they hot or cold? really cold this winter? Now I'm looking for other pads before wear accumulates on the rotors.
