46 is a lot less than 19. UPDATE: Worse than useless.

The lower the decibels, the better. That's why AC Infinity's bombast claims 19 decibels. I installed six different decibel apps and ran each a few times. The lowest reading I have ever received was 31. Almost all readings have been in the 39 to 41 range. I have a 47. Now I know what your answer will be: a) Volume levels are very installation specific. Every advertiser called says the same thing. And noise measurement applications are a far cry from calibrated, professional sound level meters. There is some truth to both of these pathetic excuses to mislead the consumer. In a quiet room, the noise from this device is very annoying. When playing music at a normal volume, the hum diminishes somewhat. However, very, very disappointing. UPDATE 01/18/21: My installation is finally complete. Everything is provided (I was hoping this would reduce the noise). FINAL DECISION: THIS THING IS WORSE THAN GOOD. IT GIVES A MODERATE HIGH WARNING AT THE LOWEST SETTING, THIS GETTING WORSE. I would rip it out, BUT THEN I HAVE TWO HOLES. I MAY GET THE TRUE SILENT FANS THAT ARE OFFERED AND CHANGE THIS INSTALLATION BY USING THE CHASSIS, DISASSEMBLING THE FANS AND INSTALLING GOOD SILENT FANS.
