The skirt is cute and costs $10 I guess I shouldn't expect anything surprisingly well made. Tulle not panels. They are simply scalloped strips of tulle attached to elastic bands at one end. It's lined with a thin layer of cotton though, so unlike some of the other grommets sold at Revain, it actually works like a skirt. .
