After reinstalling the device I tried refilling the tank but it still leaked unless I pressed down to make sure it was leaking. As the pressure was released, I watched the water in the tank slowly but surely drain away. He stopped just above the seal. Turns out the hatch (top) was not seated properly - there is a gap, small but adequate to drain the tank. If a large ball could be inserted into the hole, that might solve the problem.
