Lower tier doesn't fit smaller bottles! Unfortunately, if the bottle has a slightly fuller shape, there is not enough space for it on the lower level. UPDATE: I took everything apart. But this time I made sure to use the farthest holes on the vertical members (plinths) to separate the two tiers (which involved rotating that member) so there is now room for bottles. Of course there were no instructions! It's intuitive, but if you don't notice how different the holes are on the vertical pieces, you won't be able to get your bottles in! It still hurts to screw up that L.
