Difficult to measure although I did not measure. Anyway, I bought the medium size for my 12 lb cat. It was a little big and he could get out easily. This works as long as you're careful and the cat doesn't get scared. I then bought the small size which was WAY small so I returned it. The other day I put the medium on him backwards, ie I had the part with the reflective tape on his neck instead of on his stomach. It seems to work much better because he can't slip out that easily, at least not yet. I will continue to use it like this.
