Cannot connect: tools and equipment

My car is 1999 and this elm327 is clearly OBD compliant but it will NOT connect to the car's ECU. This is the second order of the same product. Both have not connected. I tried it on 2 other much newer vehicles and it didn't connect. I went to Best Buy to see if there was a problem with my phone. No problems found. My neighbor tried to connect to his phone but couldn't. He has a similar device in his car and reads quite well. I guess I'm just unlucky that I got two bad ones. Oh, and when you send it back to the seller, you only have 30 days from the delivery date. I was a few days past 30 and couldn't get a replacement or refund.
