Tire comes with all parts and rope. When I received the package there were no instructions or labels, just in a clear plastic bag. There was also an oily substance all over the bag and tires. Not sure what it was but had to clean each part before use. Not sure if this is necessarily "weighted". I see kids use it harder than regular play hoop, there are massage combs inside the ring which I think help with waist tightening and slimming. The product may be a bit cheap in quality, but it's great as another form of cardio to incorporate into my workout. But if you don't expect much, it works fine.
