I don't know enough about filters to give a good overview.
I bought this filter mainly because of the price. It matches my old air filter that I bought years ago, I don't notice much of a difference in air quality/taste, again who checks this all the time. So yes. It seems to work in terms of air filtration, dust removal, etc.
