Sometimes it works, sometimes it doesn't

I installed this for two dogs. It worked for one dog at first, but not for the other. I made some adjustments and then worked once for both. Reloaded and made sure the pins were close enough to the neck but not sure if it works. What works is that intelligent dogs know that once the collar is on, it's time to shut up. Maybe they just needed a shock?
