If you watch a YouTube video about TPMS reprogramming, in the video the demonstrator placed their device next to a tire valve and pressed the programming button until the car horn sounded, signaling that the tire was programmed . With this device, pressing and holding the programming button only works for about 10 seconds, after which the device stops sending signals. Release the programming button, wait a few seconds, and then press the programming button to try again. In many cases, programming failed even after trying to program the same bus 10 or more times. In the end, I managed to reprogram all four tires, but it took about 30 minutes and I had to start the whole process multiple times.
