They seem to work fine. You replace four screws and then insert them into the new screws. It took me about fifteen minutes. You must be careful when removing screws and installing new screws. I see that the threads are damaged. You can do it without the following tools, but I wouldn't recommend it. If you don't have tools, you need two tools. (Note that the second requires a step down that is less than 3/8ths.) When you put the new screws in, it looks like the spacer is too long. And it's tight to push alone. Just slide the tailgate further and you should be able to snap the rack into place. But be careful with the first one, the tailgate is so strong a strut won't hold it up.
