Girls (13 and 15) only liked 10 pieces. But they are picky. So I actually checked them out because the reviews are everywhere and I see issues with my viewer app that marks almost every scrunchie. I spent an hour selecting them. Either way, they're really decent quality, feel solid, and the material doesn't look or feel cheap. There's only a rubber band inside, but after a month of inconspicuous use, none of them broke. I don't know about velvet - is that in fashion these days or something? The girls didn't complain about that though, mostly they wanted their current favorite color scheme - one preferred pastels, the other darker, cooler colors. It is impossible to defeat them all. Whatever I paid for a cheap amount - I think $6 is a great deal. You will have so many that you can throw them away as you like or give them to other girls I think. I don't know why children aren't forced to give to their friends. But yes, it is legal.
