Not for every cat on this planet! maybe a little tiger. The cat can go through the collar like a hula hoop. I had to melt the hole in the collar 3 inches further than the next hole. I had to cut out each pre-punched hole as they were all at the other end of the collar. I understand that the collar can be a bit big. , but it's not very smart to place all the pre-punched holes on the other end. We have tried dozens of cat collars and this is one of the bad designs but after some melting and cutting it is usable and it was delivered quickly, I give 2 stars for that alone
