Threads curled up and won't stick

Bought these to fit a new floor in my car trailer. They were a bit smaller than what the manufacturer put in, but figured I'd use 2 per board instead of one. I pre-drilled a little near their diameter. The threads on the bolts were completely broken and flattened so as I screwed them in about an inch I was able to reach down and pry them out of the frame. I pre-drilled a little more than their diameter. The threads of the bolts collapsed and flattened again. I pre-drilled a little less than their diameter. They don't "bite" and just twirl around in the hole - which I expected, but at that moment I was just trying to get them to work. The threads were intact so I know it's not a problem with the steel in my trailer frame. These are just poor quality screws. I returned them and bought the carriage bolts for about the same money which I think worked great and looked better.
