My Novopal has an output voltage of less than 107 or max 108 with no load.

This inverter did exactly what it was designed to do. My problem with this and most other inverters is that it only outputs 108 volts, which to me is very low. The generators supplied 120 volts. I have 123 volts at home. My backup APC is outputting 115.5 volts under load.
