quick update, customer service was good and quick to respond to emails. After trying 3 or 4 more times to program the collars, they suddenly worked properly. Just a note, other reviewers have noted that you don't hear a beep. Now they work properly < I can actually hear the sound when I hold them in my hand and approach the fence. It's a chirping sound. It's not very loud, but if they're working properly you should be able to hear a chirp. I'm upgrading to 3 stars due to a programming issue. We ran the same programming process multiple times and multiple times it obviously didn't respond properly, which was evident when they actually started working properly. Not very happy with this product. We bought him and a second collar. There are two problems with the system. The second collar didn't work properly, we sent it back thinking it was defective and bought a replacement. Same problem with exchange. It makes a loud chirp when near a cable. It makes the same chirp when you put it on the transmitter to program. The first collar does not make this noise. In addition, the second collar is not programmable. We installed it in a small dog of 3. We tested the first collar at this level and you feel almost no stimulation. But when my dog approached the fence, she got a nasty shock. We tested it and the shock level was very strong. To test this we set it to 0, which shouldn't be a hit, and it still gave a very strong hit. We know we're programming it right because it works right with the first collar. The second problem with this system is that the "sound" is not audible to humans. I have no way of knowing if it's making any noise at all, and I can't sync my verbal corrections to the gain to match the audio because I can't hear it.
