They come in a set of 2 with instructions and batteries. I bought and had the same issue with all three of the four devices. When I got my first pair it was easy to set up. A week after installation, the key fobs stopped working. I replaced the original batteries on all four devices and the fobs still worked for several days or a week and then stopped. The key fobs also stopped working after I accidentally hit the panic button. I ordered another set and sent another one back and the second set of keychains still had the same issues. I had to take out the batteries to 'reset' the key fobs which became outdated and disappointing very quickly.
