Replaced a cracked filler neck on a 1999 TJ. According to the ECU fault code, the cracked filler caused a "large" and a "small" vacuum leak. Replacing the cover did not fix the problem. Inspection of each vacuum line revealed no leaks. I could smell raw gasoline near the filler neck and when I checked the new cap I noticed a cracked filler neck. By replacing the cracked filler neck, I was able to clear the trouble code, allowing TJ to overlook the smog.
