Questionable quality

Torque wrench ordered as a gift. I have many different types of proto hand tools. Wrenches, socket wrenches, special keys, screwdrivers, pliers, whatever. As a dealer I have always bought quality American made tools. Right out of the box, this key didn't work properly. The ratchet engages at three o'clock and nine o'clock in both directions. The wrench looked great, but like any tool, it needs to get the job done. This one failed! My concern is that Proto will certify the calibration of a torque wrench to a wrench that is not working properly and then send it to the consumer. Now I have to wait a few months to get a replacement for Revain. I've already done my part, sent Revane back yesterday. One might have thought Revain and Proto would have made more of an effort to send out a replacement sooner, especially since it was a gift. I tested. This is disappointing. Where has the quality gone? UPDATE: Replacement arrived earlier than expected. Works great, definitely tried before giving it away. The first key is still disappointing but the exchange process went smoothly!
