First of all the Dell Optiplex 990 is an older machine that I was familiar with. Before purchasing, note that you need a Windows product key, otherwise it will not start. You'll need a disc, or you can just boot Windows from another computer onto a USB stick. And as for the product key, there are decent people in this world who publish their product keys online. 100% legal, no problem. I was planning to make this purchase to see if I could put together an inexpensive retro gaming pc emulator. So I left the extra components on the cheap side. I wasn't expecting much from a $130 car, so I knew it wasn't going to be too fast. The first thing I did was replace the hard drive with a used Samsung 860 EVO SSD on eBay for $75. You can boot your computer from an SSD with considerable speed. In my case, the hard drive booted my computer in 4.5 minutes. The SSD was in less than a minute. There are no problems with downloading programs. Now it's a $205 car. The next thing I needed to play the game was a graphics card. I bought an MSI Gaming GeForce 710 2GB GPU on eBay for $35. This gave me an HDMI connection and increased the resolution on my computer once I loaded the drivers. Up to 4k. But I lowered it to 1440p. At first I couldn't get sound from my VGA cable, but after loading the NVIDIA drivers I was able to get sound through HDMI to my TV. My car is now $240. I did NOT have to upgrade the PSU or anything. I didn't expect a free mouse and keyboard seller, which is very valuable. I took it to work because I don't need it. I bought a cheap $15 Logitech wireless keyboard and touchpad combo. I like my $240 setup as I've been able to use it successfully. I've seen endless YouTube videos of installing these components and it's not as scary as it sounds.
