Hard to weed, doesn't stick

I used it on my cricket and it cut most of the time but the weeding was terrible. It looks like high quality vinyl but starts to rub off with each coat and won't stick to the backing sheet. I've cut it twice and both times it came out the same, even after I took it out and ironed it over the pattern it seems to have faded
