Drowning Risk - Do Not Buy
It says not safe for swimming and not safe from drowning but it's the only product available for toddlers this size so I figured it was just legal. Disclaimer and that it probably still works. It's not like this. My 18 month old couldn't even sit in it without rolling forward. I immediately took it off and threw it away.
