Bought size 1-2 for my 18 month old baby. It fits her just right with a little wiggle room. She will be thin enough to wear with a bathing suit and walk on the beach. But definitely not to learn to swim.

We are going on a cruise in March and she will be able to play in the splash zone and in the sea. We ordered size 1-2 for our 17 month old baby. She weighs 22 pounds and fits perfectly. Not too tight and not too loose. This is a very comfortable material. I like that it can be folded up for packing.

It says not safe for swimming and not safe from drowning but it's the only product available for toddlers this size so I figured it was just legal. Disclaimer and that it probably still works. It's not like this. My 18 month old couldn't even sit in it without rolling forward. I immediately took it off and threw it away.
