For our Micro Maltese I cut the "PP" dog pads in half with scissors. All the other scissors I've used have had no problems, except they had blades so short I had to make 4-5 cuts per pad. If you use these large scissors, the first 2 1/2 inches or so will cut well. The balance made the blades close, but the material didn't cut. I've seen comments about how some people found them uncomfortable on the hand. I have to agree I used them for about 5 minutes and it got a little sore. I think it would be good for very thin material. However, they are far from overpowered. I could easily cut normal paper with the whole blade.
