After several attempts at assembly, it turned out that although they "folded" to avoid rattling, the screw holding them together had to be loosened. Otherwise they are locked in either the up or down position. I released them so the flags could be folded. Bad idea. first trip, come to my first stop and a flag and a pole are missing. the screw loosened and the rod fell off somewhere. A BAD engineering screw needs to be tight, which means "foldable" is out of the question.
