Bottles of paint are not full even when capped

I ordered a paint kit, the first time one of the bottles spilled and they replaced it quickly. But the second time I noticed that the colors were a little light. I opened the paint cans and they are only 2/3 full. I know it's difficult to get the color right now, but I paid for the full kit.
