Bearings are ordered with the same number as old bearings that have been replaced. The problem is that the inner diameter of these new bearings is too large compared to the old ones. The required inside diameter is 0.62 inch or 15.73 mm. I'm not saying the bearing company is at fault at all, it's just that the bearing manufacturer really should investigate the full diameter and width of the original bearing unless the manufacturer of the item that will receive the bearings gives up and asks the bearing manufacturer to affix a change identifier to the bearings.
