I followed the size chart and got xxs for my 6 lb dog, 9" neck and 13" chest and it was too small. The Xs I got for my 10 lb dog, 10 inch neck and 14 inch test were also too snug, but they fit my smaller dog. They feel very comfortable and don't constrict the throat, which I like. I also like the two D-rings. If the velcro and buckle don't work when walking, the D-rings still prevent the harness from falling off when the leash is threaded through both. I'm happy with the quality but will have to return one for a larger size.
