5 stars for a working cable; Minus 2 stars for the price.

I can confirm this cable works with Veo 2. I can also confirm that the Oceanic drivers (available on the Oceanic website at the time of writing this article) work on Windows 8.1. The serial to serial adapter is similar to http://www.amazon.com/TRENDnet-USB-RS-232-Serial-Converter/dp/B0007T27H8 but instead of a 9 pin RS232 connector it goes to one proprietary 3-pin connector. With this in mind, it is important to note that drivers for the cable itself must be available before the dive computer is connected. When the drivers are installed, this cable will appear (again, before the dive computer is connected) as a new COM device in Windows (specifically COM7 on my laptop, but yours may have a different enumeration). Knowing it's not "just a USB cable". " explains why this would be a relatively expensive cable, but at $90 you're still in a price range that's at least double what it should be. Oceanic's dive logging software for Windows is terrible and shines not having been updated Over the years other alternatives like Subsurface might suit you better 5 stars for the working cable, minus 2 stars for the price.
