Bad regulator: air compressor accessory

I need to adjust the pressure 20 pounds over what I want to keep. The regulator will not maintain the set pressure at any volume. If I need 30 pounds of line pressure I have to set it to 50 pounds because you get 50 pounds of airflow in the first few seconds. If I want 60 pounds I have to put it at 80. The offset doesn't seem to change. Not the best for painting. I have a 4ft 1/2" line straight from a 25cfm compressor hooked up to a high volume supply.
