Doesn't dissolve in water

This set was great, or so it seemed. It had everything I needed to start some new embroidery projects. I was disappointed with the fabric as it was intended for cross stitch but given the cost I think it's easy to overlook. I quickly gathered everything in my sewing kit and started tracing two new projects with water-soluble pencils. I outlined three projects and started working on them. It wasn't until I finished the project that I discovered that the pens didn't dissolve in water at all. I have a hand dyed piece of fabric and several hours of wasted effort. I love to embroider so repeating is not a big issue. I'm just very disappointed that I have to do it again.
