Really looks like dried oil paint and sand resulting in an uneven surface with embedded micro bumps. The smaller the granularity, the more noticeable it is. I used 80 grit and it occasionally left a few deep scratches (much less than 80 grit should have been left), some of which were almost impossible to buff/buff afterward.
