I had them modified with a precision swivel so I didn't care how good the original swivel was. However, they seem to spin easily, and the brake is the way to go. However, I had to take it apart to do the modification and in doing so I found that the wheel bearings on all four wheels were in terrible shape. Your dust shield is curved, as if the bearings are being pressed into the wheels and pressing against the shield. So most bearings were rough or tight. It hardly twists by hand and holds onto the inner and outer clips. In use this may not have been noticeable, but like a bearing that didn't spin at all, it simply spun around a hub that ran through the middle. Then why is there a ball bearing at all? I replace the wheel bearings with a sealed kit and make a flanged bushing to keep the inner race stationary. As mentioned, I had planned to modify it from the start, but didn't really think all the moving parts would need to be replaced.
