Not fully leather, upper is synthetic with leather lining.
It's ok for what you paid for. This is not a premium belt and its durability is questionable. The belt actually has 4 layers, the outer layers are made of synthetic material with a leather lining (see photo). The upper is not as durable as real leather and scratches easily when you run your fingernail over it. The buckle is easy to fasten; The finish is good except for a small unpainted spot on the back of the buckle.
