There is way too much fabric for proportions compared to how tight the elastic is. I would order a size down but the elastic will be too tight. I am a B/C cup, ordered a size large because my waist is 31 inches. I'm 5'3. Kind of pare shaped. But. the size large would easily fit a DD with room to spare. if you have a tiny waist. My complaint is for them to just use more elastic so it doesn't fit so tightly when sized down.
