Flush with the holes in the case and nothing is provided to plug them.

These are advertised as recessed and I didn't expect there to be holes on the side of the housing for threaded bolts to fit in. If they are flush mounted, why are holes needed and why not provide some screws to cover them? If screws were provided for this, I would rate them higher. Now I have to tighten the right screws well before installation, who knows how much water will get in there. It doesn't seem like anything serious, but I didn't need to configure them right away.
