With all the junk they contain (or inadvertently don't contain, depending on the case), they could have contained license plate brackets or even stainless steel nuts that the packaging claims should contain. . There is no mechanism to install the part on the machine. If you haven't installed the brackets or they are broken, you need to buy them separately.
