I decided to take a chance and order these blinds despite others saying they couldn't raise them when down. We didn't care if they were rolled back as they were intended as privacy screens for our front windscreen - as long as they opened and closed, that was enough. They were easy enough to install, but they didn't go back. when lifting up. We pulled the strings from the inside of the bodice to get the length we wanted and then just tied them in that position. They open and close beautifully to make them work for what we need. For $12 I can't complain too much. For other information, our window opening is exactly 10 inches, so the 10 inch measurement refers to the window size, not the blind size. They match our 10" window perfectly. They look nice and flex smoothly.
