Not unlocked, doesn't work with ATT

The description says unlocked and ATT compatible. No, that is not so. I've been on the phone with ATT for hours and they couldn't get it to work for ATT. Went to the ATT store, they said it was a locked T-Mobile phone. I checked the emei number and it said it's blocked. I'm about to return after spending several hours of wasted time trying to get it to work.
