Robertson make the best electronic ballasts for fluorescent lighting. I'm slowly replacing all the lazy ballasts that came with my home storage lights with Robertson electronic ballasts. It seems that the smallest (lowest wattage) T5 twin bulb light fixture can power two F28 bulbs. I only had F8 and F13. Robertson's phone tech support (excellent) explained that another option might be to use Robertson's PSU228T5120 (3P20210) - fluorescent electronic ballasts for 2 F28T5 linear lamps, program start, 120VAC, 60Hz, normal ballast ratio, NPF.' I likes Robertson products because they are reliable, have long leads, come with clear schematics, and have a small form factor that makes them easy to fit into my existing fixtures.
