Needs bright sunlight

I live in Arizona. I tried them on the north side of my building and they gave off a very faint glow for about an hour. I put them on the south side and they usually burned all night, although not brightly. We had a rare rainy day and again they lasted faintly for about an hour. So in broad daylight they are fine. Unless you live in such an environment I would say they are useless.
