It's a roll of tape

In the picture it looks like soft plastic with a 90° angle shaped to form a ledge around the table top. no This is a roll of tape. The tape is about 1/8 inch thick and sticks even on the outside. Why do sellers do this? Show the product for what it is and let customers decide if it fits their needs.
