Needles have variable sensitivity

I connected these leads to my voltmeter. When I touched the needles anywhere on their surface, the voltmeter jumped, rarely reaching zero. At the top, they seem to direct and soothe. I can't be surprised if my cables are the problem when I test the circuit. I returned them.
