Okay, obviously the whole label isn't being cut off here, just the top. You need to cut and trim the paper yourself and then just use it to punch a hole and make a pattern on it. I bought the other one from Michael for $12.99 plus a 20% discount instead of the $24.99 I paid for this one. It cuts through the entire label, minus the hole (the regular hole punch did the trick) and the heart hole punch, as you can see, came out a lot better when you need labels. I gave it 5 stars because the description CLEARLY says you have to cut the paper. I just deviated from the picture above, thinking it made the whole label. In addition, as you can see, it can be cut well. I had to go back.
