The first box of fan weights I bought had a clip and two weights. It wasn't enough for this fan. I bought another bag with two clamps and four weights. All six weights were barely enough to balance this fan. If I had to make it all over again I would start with one large pack and then take another large pack when I need one. On the way, one of the clips broke and the fan spun. That should not have happened. Clips need to be redone. You can perform the balancing operation with one clamp, but what if the second breaks too? In addition, more tests can be carried out with two or four pliers than with one.
