Appears to be miswired.

The receiving end is actually the transmitting end and only transmits when you release the PTT button on the portable device. I've struggled with this thing multiple times and still can't get it to work. I am now past the return date and am stuck with another piece of electronics. Maybe I can use cable ends? Look for alternatives.
