My Thule Kayak Carrier is first class in quality and finish. Considering the price, it should come with locks as standard. The pair of locks I ordered came with two keys and a flat silver key blank; no instructions. I figured the silver key blank was just in case the key needed to be made. Coincidentally, when installing the lock, I inserted it into the lock, after which the lock was easily inserted and seated in the barrel itself! I also used the square end to loosen and remove the black connector from the lock cylinder. a small piece of paper with 3 or 4 pictures would be enough for installation instructions. Thule, please hire a talented child to draw some simple drawings showing you how to remove and install locks if you are not selling your suitcases with the locks installed.
