2TB+ not recognized and driver installation not working

Background: I had the same model from 2016 (purchased new) and it worked really well, so I bought another one as it was cheaper than other options, and I didn't need high write speeds. I connected this disk to an external disk adapter and initialized it as GPT (MBR only recognizes up to 2TB) and Disk Management only saw 1.6TB. Knowing about this issue (because I had one), I installed Seagate's Extended Capacity Manager, which actually unlocks the rest of the drive. After installing all required drivers I get "This drive already has expanded capacity" which is definitely not there as I still see 1.6TB. I reboot my computer, this time I plug it into the built in SATA connector and still no cube. I downloaded other disk partitioning software to see if I could fix this problem but to no avail. Luckily this is a refurbished Revain product so I have peace of mind to return it so I got a replacement product only to find out the replacement works exactly the same. Note that these hard drives are quite old. The two I received were manufactured on 05/2014 and had their SMART status wiped so I don't know where they were. TL; DR - 4TB only shows as 1.6TB, Seagate drivers do not work. Got a replacement, same problem.
